Dave Cully
CDR USN (Ret), MBA
Dave has extensive experience in operations and program management including specific experience in C4ISR systems, aviation training, and intelligence programs. His professional experience includes more than 29 years of program, business, financial, contract management, and technical support services. His specialized experience includes program, financial and acquisition management support to C4I systems program managers across the SPAWAR and Program Executive Office (PEO) C4I Enterprise, the Intelligence Community and Naval Aviation. Additionally, Dave holds a personnel subspecialty rating assigned by the Navy’s Personnel Command and is a recognized Manpower, Personnel, Training and education (MPTE) subject matter expert.
Dave also served as a principal for Booz Allen Hamilton where he managed acquisition, financial and program management support for PEO C4I’s acquisition of nearly 40 naval programs and projects with a combined budget of nearly $500M annually. Responsible for coordinating requirements definition, design, production and installation of these systems aboard US Navy ships and shore stations. His experience at Booz Allen included a deployment as program manager in support of the Iraq Survey Group (ISG) Baghdad, Iraq. Dave led an intelligence effort focused on current insurgent and terrorist activities; the former regime’s links to terrorist groups; structure and activities of the former regime; and the former regime’s strategic intent regarding weapons of mass destruction (WMD) that was included in the Director of Central Intelligence’s (DCI) report to Congress.
While serving a twenty-year Navy career, Dave’s assignments included: Commander Third Fleet Assistant Chief of Staff for Operations (J3); Commanding Officer VF-31; and Chief Staff Officer, Commander Fighter Wing Pacific. His experience included Air Wing Strike Leader and Air Wing Strike Team Leader qualifications, six operational F14-A and F14-D deployments to the Arabian Gulf region, including combat operations during Desert Storm and graduation from the Navy Fighter Weapons School (TOPGUN).
Dave received his MBA from San Diego State University, BA in Economics from UCLA and PMP certification from the Project Management Institute.
